"I have long supported independent standards boards, such boards are a cornerstone for  the creation of a profession of teaching.  You have taken an essential step in establishing a national organization.  Such an organization is essential to the establishment of a profession, at least as I read the history of the established professions.  You have taken a step which will bear fruit in the years to come."
